Preamble
On the commemoration of historic day of Martyrs of 1931, the Kashmir Global Council (KGC) convened a landmark conference within the halls of Capitol Hill in Washington D.C, bringing together political activists, thought leaders, scholars, and members of the Republican and Democratic party of United States to deliberate on a peaceful and just resolution to the Kashmir conflict. The following declaration, adopted unanimously by the delegates, reflects a collective commitment to lasting peace, regional stability, and the fundamental rights of the Kashmiri people.
The Washington Declaration
1. Endorsement of President Trump’s Peace Doctrine
The people of Kashmir from both sides of the divided region extend their full support to President Donald Trump’s peace doctrine. Delegates strongly believe that this approach offers the most pragmatic path to resolving the long-standing Kashmir issue. A peaceful resolution will prevent the potential outbreak of nuclear conflict in one of the world’s most populous and volatile regions, thereby safeguarding global peace and humanity.
2. Recognition of Diplomatic Intervention
The conference expresses deep appreciation for the timely diplomatic efforts that averted war between India and Pakistan. Such interventions have preserved countless lives and prevented unimaginable destruction.
3. Call for Human Rights and Justice
Delegates demand the immediate release of all political prisoners across the region. They further call for the urgent repeal of oppressive laws, including the Armed Forces (Special Powers) Act (AFSPA) and the Public Safety Act (PSA), which continue to violate fundamental rights and freedoms.
4. Restoration of Sovereignty
The Declaration reaffirms the Kashmiri people’s right to sovereignty, unjustly eroded during the decolonization of South Asia. The international community must recognize and support the restoration of these sovereign rights as a matter of historical justice.
5. Kashmir a gate way to Central Asia
Kashmir is historically, culturally, and geographically more aligned with Central Asia than South Asia. Its centuries-old trade and cultural exchanges with Central Asia affirm its unique identity, which must be acknowledged in regional dialogues and international forums.
6. Unrestricted Access for Humanitarian and International Observers
We call upon India and Pakistan to grant unhindered access to international humanitarian organizations, including the International Red Cross, Amnesty International, Human Rights Watch, and independent journalists. Transparency is vital to protecting human rights and documenting the lived realities of Kashmiris.
7. Demilitarization of Civilian and Forest Zones
Delegates urge the removal of all military presence from civilian areas and ecologically sensitive forest lands. The militarization of daily life has led to environmental degradation and social trauma that must be addressed.
8. Recompense for Resource Exploitation
The State of Kashmir has been deprived of its natural wealth, particularly water resources in rivers such as the Chenab, Sindh, and Jhelum across the regions of Jammu, Kashmir, and Ladakh. The people of Kashmir must be compensated for this exploitation and granted rightful control over their environmental assets.
9. Formation of the Senate of Kashmir
The Declaration calls for the establishment of a Senate of Kashmir—a representative body comprising voices from all parts of the state. This Senate will act as an official platform to engage diplomatically with India, Pakistan, China, and the global community for a peaceful and inclusive resolution of the Kashmir conflict.

The Washington Declaration is a solemn pledge by the global Kashmiri diaspora, policymakers, and concerned citizens of the world to support a just, peaceful, and sustainable resolution to the Kashmir issue.
